Our Registered Lobbyists:
Ellen Caruso has been executive director of HCAC and its key governmental affairs staff person since 1981. For three consecutive years, she was included in the Denver Business Journal's "Who's Who in Health Care." As an active registered lobbyist in the state of Colorado, she has shepherded several major health care bills through the entire legislative process and through all lengthy and detailed regulatory hearings. At least twice a year she coordinates Congressional lobby missions to our nation's Capitol. She is a graduate of the University of Montana School of Journalism.

Betsy Clark Murray is a veteran on-site lobbyist. She has represented home care at the State Capitol since 1990. She is a graduate of the University of Kansas at Lawrence. Her introduction to legislative politics came early when her father was elected to serve in the Kansas State House of Representatives during her high school years. She became a Colorado resident in 1975 (Montrose and Grand Junction and serve a term on the Grand Junction city council. She went to work for the State of Colorado Division of Wildlife as a Legislative Liaison (lobbyist) in 1986 and became an independent contract lobbyist in 1990.
