HCAC Planning Session 2006
Mottos and Tag Lines
The importance of "waving the flag" for
home care was discussed throughout the 2006
planning session. Table banners carried mottos and tag lines used by HCAC
in recent years. Among them were:
1) the HCAC theme: Weaving a Strong Home Care Industry,
2) Home is where the healing begins.
3) Everyone deserves the right to healing at home.
4) Telehealth makes sense for Colorado
5) Quality and Excellence, Always!

The HCAC has three active councils that
guide the organization's activities. Click on council name to see

REIMBURSEMENT/REGULATORY
AFFAIRS COUNCIIL
Strategic Priorities:
1. Advocate for parity;
consistent, appropriate development and interpretation of laws and
regulations by regulatory agencies and accrediting bodies.
a. Continue to meet with
regulators and other representatives to develop new collaborative
relationships and continue current coalitions.
2. Collaborate with HCAC’s
Legislative/Advocacy Council to advocate a positive impact on the home
care industry by legislation and reimbursement policies.
a.
Proactively participate in issues related to reimbursement and incentives
for Medicaid home care (Research possible models; Select the best new
system(s); home care providers begin to shadow new system).
b. Monitor and give
input to National Medicaid reform discussions.
3. Educate and inform HCAC
members about current rules and regulations affecting the home care
industry based on HCAC’s and industry research, analysis and
interpretation.
a. Serve as
confidential advocate to members in the industry through internal/external
communication, survey process, data collection and collaboration.
4.
Monitor and impact State and Federal health care reform issues by
advocating home care positions.

LEGISLATIVE/ADVOCACY COUNCIL
Strategic Priorities:
1. Monitor,
communicate, educate and advocate a national agenda directly and
via NAHC and other national organizations that represents the needs of
Colorado’s home care providers.
2. Advocate for state legislation, budget and policy that
positively impacts Colorado’s home care industry.
a. Proactively participate in issues
related to reimbursement and incentives for Medicaid home care (Research
possible models; Select the best new system(s); home care providers begin
to shadow new system).
b. Monitor and give input to National Medicaid reform
discussions.
c. Achieve COLA increase in Medicaid rates for all services and base rate
increases for services most in need.
3. Continue to influence public policy makers using a grass
roots and coalition building approach.
a. Monitor and be a resource for coalition
building within communities to address all of health care.
b. Inform members of legislative activities via new web
based Legislative Bulletin on a trial basis.
c. Encourage participation by HCAC member agencies and employees in the
legislative process

Advocate for and promote reimbursement at both national and state levels
for new home care technologies.

Strategic Priorities:
1) Provide progressive, quality home care management
education that is responsive and accessible to HCAC members.
2) Provide clinical education that leads to the operation of
successful agencies.
3) Address labor shortage in home care.
This Council is accountable for producing one convention, two seminars and
five audio-conferences. This Council will also provide oversight
for the Fundamentals in Home Health Nursing On-Line Course.
